Résumé:
The comparison of hidric, social, economic and technological vulnerabilities allowed an analysis on risks management in the dry/desertification scenario at Serra Branca, Coxixola (Cariri Paraibano) and Mirandela (Portugal) towns. The diagnosis of environment and social economics conditions allowed identifying the risks factors related to field agricultural population poverty, generating data to risk management of disasters suscetibility. The population from Cariri paraibano is highly dependent of the public govemment which revealed be incapable to solve social issues. The vulnerability Identification of agricultural families had indicated a high Global Vulnerability, defined by a huge social, economic, technological and environment adaptation capacity fragility where they live - reflected a lack specific public politics measures. In Brazil, it was evidenced that the disaster of drought is not only related to weather, and it is also a matter of organization and social politics. The severities, and also the effects, are due an unfair social politics, lack of investments in the basic society sectors, populism politics and actions that are characterized for benefiting only a small part of the population.
