Abstract:
This work consists of analyzing the Service of Coexistence and Strengthening of Links from the reorganization process proposed by the Federal Government to unify the offer of services and activities within the Unified Social Assistance System (SUAS). To that end, we focus on the theoretical basis related to social assistance policy, highlighting the changes that have occurred with the National Social Assistance Policy (PNAS), later the Organic Law on Social Assistance (LOAS) and the Single Social Assistance System (YOUR). We also sought to grasp the gains and losses of social rights within the scope of the social assistance policy caused by the neoliberal perspective and its new ideo-political strand called Social-liberalism. In order to reach the objective proposed above, we use exploratory research, qualitative, as well as theoretical basis in critical bibliographies and documents that have already addressed the theme. Thus, field research was carried out in the CRAS I, municipality of Sousa – PB, with the research public, by means of a questionnaire carried out with the technical team. Finally, we interpret the research data in the light of the interplay between the universality of capital - which has as its main contemporary expressions, among others, neoliberalism and social-liberalism - and the particularity of the Brazilian Social Assistance policy, whose conclusive In practical terms, the reorganization of the S.C.F.V, in Sousa / PB, outlining limits and challenges in the implementation of the rules, guidelines and principles of SUAS in its entirety.
