Abstract

The issue of housing in Brazil, still has major shortcomings. Even with the various transformations in this field is still very noticeable the great housing shortage. With PMCMV was possible to minimize this deficit, making it possible to purchase a home, but also the possibility to furnish the house with the most essential objects. And it is precisely this innovation that I will look for the implementation of this work. Proposing as a general objective to analyze the use of the Card My Best House by the residents of Residential Housing Complex I Sousa in the municipality of Sousa- PB and specific: verify to what extent there is the knowledge of users with respect to the card limit the use of criteria and the consequences of their misuse; analyze possible changes caused by the use of the card in the lives of users; assess the knowledge of card users in meeting the criteria established by the card use policy. The research methodology was both quantitative and qualitative nature, using the deductive method and was based on the results of the interviews, which were analyzed on principles of effectiveness, efficiency and effectiveness, these proposed for the evaluation process of public policy. Based on the analysis it was found that in reality studied are the principles of effectiveness expressed, effectiveness and efficiency, in order to have achieved their goals and objectives with respect to most of the beneficiaries. However, it is possible to conclude that the MCMV program, in particular the CMCM, which is part of a policy which, although it achieved some favorable results minimizing the problem of housing shortage and realizing the dream of home ownership or even the dream of owning a TV, a refrigerator, etc., in order toanalyze the effectiveness of indicators, efficiency and effectiveness, has a long way to achieve these principles in its fullness.
