Resumo:
Individual parliamentary amendments are instruments widely used by parliamentarians as devices to modify, expand and strengthen public actions in municipalities and states from government transfers of resources. However, there are arguments from the specialized literature that these changes alter the normal flow of planning of the Executive Power holding a victorious Government Program in the polls. Parliamentary amendments to the budget, in turn, redefine public spending priorities. The aspect that draws most attention to the direction of parliamentary amendments is the exchange relationship between resources allocated to municipalities and electoral support. The research starts from the following question: how are the individual amendments of the Paraiban parliamentarians to the budget implemented in the municipalities in the context of the electoral cycles from 2016 to 2024? This analysis allows to identify how the allocation of resources in the municipalities of the state of Paraíba is highlighted in municipal electoral cycles. The general objective of this research is to analyze how the individual amendments of parliamentarians to the budget of the Union are executed in the municipalities in the context of these electoral cycles. Descriptive statistics were used for data organization and analysis, with the Chamber of Deputies Portal, Transparency Portal and "Follow Brazil" Portal as a source of observation, with an update date of September 20, 2024. The results show that there is no standardization for the distribution of resources, ie, the criterion size of the municipality does not directly influence the transferred values. There is a significant increase in the amount of resources from individual parliamentary amendments in the 2024 electoral cycle, to the detriment of the previous electoral cycles of 2020 and 2016. This said, it is observed a greater participation of the Legislative Power in the transfer of resources from the Union to states and municipalities.
