Abstract:
Since the 2000s, Brazil has intensified efforts to universalize access to electricity,
particularly through the Luz Para Todos (Light for All) Program, launched in 2002. This
program has generated significant socioeconomic impacts, promoting not only electrification but also improvements in the living conditions of rural families. This study analyzes the socioeconomic impacts, electrical infrastructure, and financial investments of the Luz Para Todos Program in the state of Piauí in 2023. The central issue addressed is the evaluation of the program's effectiveness in Piauí, focusing on its capacity to meet local demands and the implications of the investments made. The methodology includes data collection from the Ministry of Mines and Energy and Equatorial Energia, analyzing the amounts invested, the installed electrical infrastructure, and the number of households served. The results indicate that the regions of Piauí receive more funding than initially requested for the works, with a focus on the Central-South region, which accounts for over 57% of the state’s total projects. In 2023, the program achieved 6,342 new connections in Piauí, with 71.7% of them in the Central-South region. The analysis reveals that the investment amount is high due to low population density and territorial dispersion, with an average of 80% of expenditures directed towards materials. The conclusion points out that, while the program is effective, it still faces challenges in reaching its goals, such as fulfilling the target of 7,725 connections in 2023. Continuous investments are necessary to expand energy access and reduce inequalities in Piauí, highlighting this as a particular case of ongoing effort in rural electrification.
