The disordered expansion of Brazilian cities results in real estate speculation, pushing low-income populations to occupy environmentally vulnerable areas. This occupation generates com flicts between the right to housing and environmental preservation, as many families inhabit informal spaces as their only housing option. In an attempt to urbanize these areas, urban projects have emerged aiming to rehabilitate ecosystems and modernize cities. However, without an adequate socio-environmental foundation, such projects may fail to integrate social and environmental needs, potentially intensifying gentrification and violating the right to the city. The João Pessoa Sustainable Program, financed by the Inter-American Development Bank (IDB), seeks to modernize public management and promote sustainability in the capital of Paraíba. However, one of its areas of focus, the Beira-Rio Complex, plans the removal of 772 families across 8 communities located along the banks of the Jaguaribe River. The most affected community is the São Rafael settlement. This study aims to propose urbanization guidelines for the area, based on Nature-Based Solutions (NbS), with a focus on the use of Sustainable Urban Drainage Systems (SUDS). The goal is to ensure greater permanence of the population in a safe and sustainable manner, safeguarding their right to housing. The methodological framework includes Denaldi's (2009) characterization of precarious settlements, the SWOT method, and the analysis of data collected during field visits.
