Resumo:
Public-Private Partnerships (PPPs) represent a strategy in which private resources are utilized
for the State to achieve its objectives, simultaneously allowing the private sector to participate
in activities often inherent to the public sector. In the specific context of agriculture, municipal
actions in PPPs, encompassing aspects like irrigation, seed distribution, and road construction,
are deemed of public interest. These partnerships not only promote regional development but
also facilitate agricultural production, contributing to increased income for farmers. In this
regard, this dissertation aims to analyze public-private partnerships in promoting the
development of family farming in the municipality of Sousa – PB. For this purpose, a
documentary, exploratory, and descriptive study with a qualitative approach was conducted.
Data were obtained through the Portal Sagres database of the State Court of Auditors of Paraíba.
Additionally, contact was made and actions were requested from the Municipal Department of
Agriculture and Environment through an official letter. The results showed that in the context
of promoting family farming in Sousa-PB, public-private partnerships (PPPs) play a
fundamental role in strengthening and supporting local farmers. Initiatives such as the Garantia
Safra Program, distribution of seeds, seedlings, and fingerlings, land regularization, and female
empowerment, as seen in the Fomento Mulher Project, underscore the comprehensive
commitment to the sustainable development of family farming in Sousa-PB. These
considerations highlight the strategic importance of PPPs in building a solid foundation for the
growth and resilience of the local agricultural sector. Regarding the approach adopted by the
municipality, reflected in partnerships with IFPB, EMPAER, and INCRA, it signals an
understanding of the specific needs of family farmers. Collaboration between government
structures and private actors contributes to the execution of the process as a specialized service,
aligned with institutional strategic guidelines for the defense and guarantee of rights, social and
productive inclusion, socio-environmental actions, and improvement of working conditions. It
is concluded that Public-Private Partnerships (PPPs), while not representing the sole solution
to all challenges faced by a city, constitute valuable strategic tools to assist in local public
management. The experiences discussed in the study highlight how the private sector can
collaborate with the public sector in promoting social well-being, addressing the initial question
that motivated this study.
