Water supply in Brazil is one of the greatest challenges faced by public managers, especially in
semi-arid regions, where the availability and quality of water resources are limited. This study
aims to investigate the problems that result in the unequal distribution of water in Santa Helena,
analyze the social consequences of this reality, and propose solutions to mitigate the challenges
faced by the community. The methodology adopted was qualitative, with a descriptive and
exploratory approach. The research included a literature review on water supply in semi-arid
regions and an interview/conversation with the manager of Cagepa. The results indicated that
water scarcity in Santa Helena is caused by factors such as limited water sources, inadequate
infrastructure, and poor resource management. Inequality in water access primarily affects
urban areas and the most vulnerable populations. The study also identified the lack of efficient
public policies and poor basic sanitation as aggravating factors. The conclusion highlights the
urgent need for public policies that promote the sustainable use of water resources, investments
in supply infrastructure, and alternative water capture solutions, such as the use of underground
water around the urban area and rainwater harvesting.
