Résumé:
This research will analyze the issue of citizenship of the rural population of Cajazeirense
based on the 1988 Constitution. The general objective is to understand in what context and
why the so-called citizenship measures were applied to the rural population, their efficiency
and practical reality, taking into account the issue of Citizenship like the north. We will
provide a historical contextualization of Citizenship as well as the Constitution from 1988 to
2024, then we will present the dilemmas experienced by the rural population of Cajazeirense,
and finally we will analyze the political measures for the rural issue. Given the importance of
rural areas for society as a whole, this work is relevant in pointing out challenges experienced
by the aforementioned people, and moving towards a fairer society, contributing through
critical thinking to taking political action, which has always been the case in movements
social base. The methodology is based on the analysis of political history through documents
such as the 1988 Constitution and government plans as theoretical support, authors of history
and new political history, such as: Jose Graziano, Jose Murilo de Carvalho, Raimundo Faoro
mainly, since we think of the roots of this Incomplete Citizenship as a social problem.
