Resumo:
The objective of this research is to investigate the concession process of Campina Grande
Airport in light of the Incomplete Contract Theory and the Transaction Cost Theory.
Methodologically, the research adopts a qualitative exploratory approach, using Document
Analysis and literature review. The pre-concession studies, named Market Study and
Engineering and Related Studies and the Concession Contract nº 001/ANAC/2019 3 Nordeste,
as well as real data available in the Hórus System, were analyzed. The main results indicate that
the concession of Campina Grande Airport, classified as regional and deficit, faced challenges
due to its infrastructure and passenger movement being inferior to neighboring airports. The
analysis revealed that the infrastructure improvements planned were fulfilled by the
concessionaire, but passenger demand and local political influence impacted the contract9s
development. The intervention of state and municipal governments, through tax incentives and
tourism promotion, was crucial for increasing passenger flow, surpassing initial projections. It
is concluded that risk allocation is essential for the sustainability of regional airport concessions.
The research also highlights the importance of state regulation and contractual flexibility to deal
with uncertainties and ensure the economic-financial balance of the contract. Continuation of
studies is recommended to explore the post-concession scenario and the promotion and
development actions carried out by state and municipal governments in the face of deficit and
regional airport concessions.
