Contratações Públicas Sustentáveis: análise da aplicação da instrução normativa 01/2010 nas compras do Serviço Florestal Brasileiro.

Abstract

In Brazil, the obligation to include environmental criteria and practices in purchases of the Federal Executive Branch came with Normative Instruction No. 01/2010. In that context, the problem of this research arises: due to having already spent more than twelve years of validity of Normative Instruction No. 01/2010, the basic question is: How to optimize the conduct of sustainable purchasing processes, with a view to analyzing the sustainability criteria for purchases from the Brazilian Forest Service-SFB. From this problem, the general objective of this work was to optimize the purchasing process sustainable development of the Brazilian Forest Service – SFB. With a qualitative approach, the research used documentary and bibliographic means to investigate the problem. From the analysis of the auctions held during the period investigated, it was concluded that the Service Florestal Brasileiro sought to adapt to sustainability requirements, however, it was found that the use of environmental criteria and practices used in the period was low. In view of this, in order to optimize the use of sustainability in SFB tenders, an action plan was proposed with recommendations to be adopted by the body.
