Resumo:
The following technical and technological product (PTT) is the subject of the dissertation presented to the Professional Master's Degree in Public Administration (PROFIAP) of the Federal University of Campina Grande (UFCG), Center for Legal and Social Sciences (CCJS). The PTT is developed in the area of public administration, related to perspectives in planning, budgeting and acquisition of goods and services. The improvement of administrative processes for public procurement is perfected in the field of each agency in order to meet the needs and peculiarities of each case. Bidding processes are often made up of complex instruments to prepare, and doubts arise about the initial stage, the necessary path to be discussed and implemented, as well as about references to improve existing models. In the meantime, the following question comes to light: What stages of planning and practical experiences are necessary for successful bidding processes?
