Transparência ativa das Universidades Federais Brasileiras.

Abstract

This study aims to verify the level of active transparency of 63 Brazilian federal universities, based on information actively made available on the websites of these institutions. To this end, a University Public Management Transparency Index (ITGP-Univers) was constructed, based on the Active Transparency Guide (GTA) for the bodies and entities of the Federal Executive Branch, produced by the Comptroller General of the Union (CGU), and other studies that address transparency in public management. Using statistical methods, a ranking of these higher education institutions was prepared according to the ITGP-Univers achieved. Based on the results found, recommendations were described and implementation of intervention actions suggested with the objective of developing and improving the routines and procedures adopted by the administrative and financial management of these institutions, with the aim of improving the active transparency of their websites.
