Resumo:
The creation and regulation of the annual productivity bonus to reward employees of the Court of Justice of Paraíba, through State Law No. 11,651/2020, represents a significant milestone in the policies of recognition and encouragement of effectiveness and efficiency in the public service. The award aims to recognize the work of employees and judicial units that stand out with the best productivity and efficiency rates in the reference year, according to previously established criteria and indicators. In view of this, a study was carried out with the objective of evaluating the perception of employees of the Court of Justice of Paraíba in relation to the productivity bonus and its relationship with functional performance, identifying how judicial governance is being implemented. To this end, a questionnaire was applied to 129 TJPB employees, via institutional email, with a link via Google forms. The survey results revealed perceptions and dissatisfaction among civil servants regarding the criteria and parameters established in Resolution No. 16/2023, showing that the current award model has a negative motivational impact, damaging the organizational climate and generating distrust, demotivation, and internal conflicts. The perception is that the current criteria do not adequately capture the complexity of civil servants' activities, overvaluing certain procedural tasks and neglecting other important tasks, which distorts performance assessment and may encourage unfair competition. In addition, the linking of the award to external factors and the lack of predictability in the assessment rules are highlighted as factors that compromise the fairness and transparency of the process. Given these issues, it is clear that a joint effort is needed to review and improve productivity assessment parameters in order to adequately recognize and value each individual's effort and contribution to the proper functioning of the judiciary.
