This research is part of the context in which challenges inherent to innovation in the public
sphere trigger governments to continually reinvent themselves. Therefore, the factors that
precede the innovation process need to be better understood in research, once the particular
contexts of the sector are included. In this sense, the general objective of this research is to
analyze the main antecedents to innovation that occurred in the implementation of the Digital
Literacy course, developed and offered by the Secretariat of Science, Technology and
Innovation in Campina Grande-PB, in the perception of its formulators and managers. This is a
qualitative study, in which the inductive method is used, carrying out a case study. Data were
collected through bibliographic sources, documentary analysis and interviews with managers.
The profile of the management team and formulators of innovation was widely cited as the
greatest inducer among the categories under analysis. Regarding the lack of infrastructure,
considered as the greatest barrier to innovation, initially related to the lack of resources, it is
understood by the rooted model of rigid controls of processes and resources within the Brazilian
public administration. In the case of SECTI-CG, this barrier was overcome through the
engagement of four managers. As a proposal, the aim is to measure the impact of innovative
initiatives within the Secretariat and their continuity, with regard to the challenges of managing
innovation and perpetuating results.
