Resumen:
Basin Committees aim is to guarantee the interests plurality in the destination
to be given to water resources in scope of each basin, making enable management with
participation of each water user sector, promoting decentralization of water resources
management. Basin delimit Committees performance area, independently of its extension
what can generate interests conflicts, therefore, a basin can belong more than one
administrative territory, or more than one country. Basin concept, formulated by Hydrology
and Geology sciences gains a new means water resources management politics, exactly to be
the unit that has a peculiar institutional framework to administration and deliberation on water
resources use. Thus, this work objectives was to clarify the legal nature, ability and
composition of basin committees. The committees are collegiate agencies with advisory,
normative and deliberative attributions, composites by governament, water users and civil
organizations representatives and are considered true "Parliaments of Waters".
