Active transparency is a fundamental element of public governance, promoting access to information and enabling social control. This study aimed to compare the level of active transparency between municipalities in Paraíba with high and low Municipal Human Development Index (MHDI), using the 360º Transparent Brazil Scale as a reference. To this end, a quantitative and descriptive approach was developed, based on the analysis of secondary data extracted from municipal transparency portals. The results indicated that, although all municipalities obtained the maximum score in the formal transparency criteria, there were significant differences in the way information is presented. Municipalities with a higher MHDI have more structured and accessible systems, while those with a lower MHDI face challenges in updating and detailing data. In addition, it is provided that legal compliance with transparency does not necessarily guarantee efficient access to information by the population. It is concluded that, for active transparency to be effective, it is essential not only to meet regulatory requirements, but also to invest in the quality of information, the usability of portals and continuous monitoring by society and control bodies.
