Resumen:
Housing is fundamental for all people; however, not everyone has the means to own their own
home. After all, housing remains an expensive commodity in the current Brazilian market,
especially for low-income families, where the housing deficit is still very high and concerning.
Therefore, housing programs are essential to reverse the current situation in the country and
address housing problems. Among these programs is Minha Casa Minha Vida (MCMV), a
housing initiative launched in 2009 by President Luiz Inácio Lula da Silva, aimed at ensuring
the right to decent housing, especially for the low-income population. Thus, the main objective
of this study is to analyze public housing policies aimed at popular housing in the city of Sumé-
PB, investigating their implementation, challenges, and social impacts. The methodology
employed in this study involves the analysis of public policies used in housing programs. It is
a qualitative research study, with a focus on descriptive and exploratory approaches in the city
of Sumé. Despite efforts, the right to decent housing still faces significant challenges, especially
in Sumé, where the lack of integration between housing policies and urban planning results in
issues such as territorial exclusion and limited access to basic services. Land regularization
remains a critical issue, and the municipality's reliance on federal and state programs limits its
ability to develop adequate housing solutions. Greater coordination between levels of
government and the development of local strategies that consider the city's socioeconomic
reality are essential. The "Parceiros da Habitação" Program of Paraíba is an innovative initiative
that seeks to address the housing deficit through partnerships between the public and private
sectors. Although the program has the potential to generate benefits such as social inclusion and
local economic development, its effectiveness will depend on efficient management,
coordination between governments, and a sustainable approach that considers social and
environmental impacts. The combination of these factors is essential for the program to achieve
its goals and improve the population's quality of life.
