Resumen:
The federations have as their inalienable characteristic the capacity of self-administration and self-organization of its members. Thus, there must be decentralization of skills in balance with the necessary resources. Since its inception, federal federalism has experienced moments of greater or lesser political and administrative decentralization, notably the Estado Novo (1937-1945) and the Military Government (1964-1985). In the latter, there was an interest in promoting the reduction of regional inequalities, when the Development Funds and the Participation Funds of States and Municipalities were established. In this sense, this work sought to verify the participation of intergovernmental transfers in the budget of the Northeastern States in 2017. For this, the research was of descriptive, documentary and bibliographic nature with qualitative and quantitative aspects in the attempt to ascertain the possible dependence of the States intergovernmental transfers and, if verified, to assess their impact on their autonomy. The Northeastern Region is justified because, considering that it is a region with low socio-economic development, it allows a better evaluation of the redistributive role of the Union. Therefore, in response to the research problem, it is concluded that the Northeastern States depend on intergovernmental transfers, especially those with lower economic development. However, considering the mandatory nature of the constitutional transfers and their preponderance among the resources sent to the States of the Northeast. It can be said that, despite financial dependence, the autonomy of the Northeastern States is somewhat strengthened, since the Union is obliged by the Constitution de 1988 to transfer resources and can not influence its application.
