Résumé:
This work aimed to develop a measurement tool to assess the effectiveness of public
procurement of family farming products within the scope of the National School Feeding
Program (PNAE) by Federal Educational Institutions (IFEs) in Cajazeiras-PB. The research
analyzed Public Calls from 2017 to 2024 to determine whether food procurement is promoting
sustainable development, food security, and strengthening the local economy, in line with
public policies. The methodology adopted a qualitative and descriptive approach based on
bibliographic and documentary research, using legislation, public calls, and institutional
reports. Among its objectives, a set of indicators was proposed to evaluate the effectiveness of
procurement processes, combined with the use of the Power BI platform for more accurate
measurement. The study is justified by the need to improve public procurement practices and
ensure the effectiveness of policies aimed at strengthening local family farming and promoting
food security. The analysis highlighted the challenges faced in acquiring family farming
products, especially through Public Calls. The results emphasize the importance of improving
the implementation and management of public policies to strengthen the connection between
educational institutions and family farming.
