Resumo:
The Bidding and Administrative Contracts Law (Law 14,133/2021), approved on April 1, 2021,
represents a significant change in Brazilian legislation related to public procurement. Its main objective
was to modernize and simplify bidding and contracting processes, promoting greater efficiency,
transparency and competitiveness in acquisitions carried out by public entities in all spheres of
government. By promoting modernization in the area of bidding and contracts, Law 14,133/2021 can
increase the efficiency of processes, reduce bureaucracy and combat corruption. This reform aims to
improve the use of public resources, ensuring that they are applied in a transparent, fair and effective
way for the benefit of society as a whole. Within this context, the general objective of the work was to
carry out an analysis of the implementation of Law 14,133/2021 in the city of Monteiro-PB. The choice
of the topic resulted from the importance and impact that Law 14,133/2021 generated for the public
sector, mainly for small Brazilian municipalities. In methodological terms, the research is characterized
as bibliographic and documentary, descriptive and exploratory in nature using a qualitative approach,
and being a case study. As a result, the study demonstrated that although Monteiro-PB City Hall has
presented some difficulties in implementing the law, municipal management is gradually adapting to
the new legislation. In conclusion, it can be said that the local government is implementing measures to
face the challenges and enjoy the benefits of the new law. However, there is still much to be done. It is
essential that the municipality invests in training its staff, improves its systems and processes, and seeks
support from other institutions to ensure the effective application of legislation, aiming to achieve the
expected results.
