The Federal Constitution of 1988 (CF / 88) has in its structure elements for the development of health promotion actions and strategies. The incentive of effective social control has been shown to be fundamental for the participation of society. Advances in municipalization, decentralization of system management and financing of the Unified Health System (SUS), registering 99% of the municipalities in full management of the basic or full attention of the municipal system, which allows 70% of resources to be passed through. Within this context, this study aimed to identify public investments in health in the municipality of Serra Branca in the period from 2010 to 2014, associating the use of these public resources to the trajectory of evolution of basic indicators. Methodologically, the research was carried out through the method of bibliographic research and based on the database of the Portal Cities of the Brazilian Institute of Geography and Statistics (IBGE) and the National Front of Mayors (FNP). The results show that there is a correct realization of the relationship between health and development, which involves a breakdown of the political standards inscribed in the
Federal Constitution of 1988 that separates the economic and social order and a reformulation of public health policies is necessary. There are initiatives in favor of the necessary changes,as shown in the body of this analysis, but with limited impacts. Therefore, the municipality of Serra Branca is part of a process of improvement of national public policies, the result of which is not yet defined.
