Résumé:
Public institutions are increasingly counting on popular participation in their decision-making process and this action is due to greater socio-political integration, as well as the intervention made by welfare public policies. In view of the environmental disaster scenario that the Cariri region of Paraiba state has been facing due to the water crisis that has affected much of the northeast region, public policies were seen as a way to mitigate the environmental and social impact caused by this natural phenomenon. In this context, it was made an analysis of the Integration Project of the São Francisco River and the transfer of its water to this region, observing its socio-environmental feasibility using as a basis data for the years 2014 and 2017. Thus, this work has as general objectives to evaluate the natural and political aspects related to the water crisis, especially when associated with the municipalities of the Cariri region of Paraíba state, since it is a region that has a semi-arid climate, dry and with little rainfall, besides it is a region that has low government assistance. And, as specific objectives to analyze the national policy of water resources, to assess the transfer of the São Francisco river and the consequent arrival of its water, and to size the economic, social and environmental problems triggered by the shortage of water in that region. Methodologically, this study is classified as descriptive-exploratory, of a qualitative nature. The effectiveness of the project was verified according to its social impact, through popular satisfaction and as well as by the means of environmental preservation.
