Resumo:
The central objective of this dissertation is to examine how , through a model of rural
associativism , connections are woven between an articulation of public policies for
increase the production of goat milk and the political elites : names and families of
"highlight" the political-electoral scenario in the municipalities of the region of Cariri,
at the state of Paraiba. We qualify leaders of associations of goat farmers as social
mediators who " negotiate " relationships of political elites with family farmers and
associated with the institutional frameworks of stimulus programs to goat's milk . We
seek to understand how these negotiations are drawn into a game of power relations
classified as " politicagem" that involves the leaders of the associations within the
control strategies by local elites who , in turn, result in gains or " punishments " for the
associations. Through the analysis of conflict situations , particularly those involving
associations of the cities of Sao Sebastiao do Umbuzeiro and Monteiro this study intend
to show how the same exalted associations as an innovative means of popular
participation in Cariri are intertwined, since its genesis , with political forces that limit
any possibility of effective participation of the goat farmers.
