Resumo:
This research analyses critically the modernizing model of the GAT (GeracSo e
Adaptacao de Tecnologia - generation and adaptation of technology) which is a
component of the PDCT - NE (programa de desenvofvmento cientlfico e tecnoldgico para
o nordeste - scientific and technological development program for the northeast) , it is
theoretical based on the Eschool of Frankfurt, notably on the contributions of Horkheimer,
Adorno, Marcuse and Habermas.
The anlysis that was made was restricted to "GAT in the state of Paraiba and
more specifically to the town of BoqueirSo. It reveals the cognitive-instrumental rationality,
underlying the relevant subprogram, as the instrumental way of acting, imposes itself as the
only possible form of rationality, it denies its own critical inquiring, creative, interactive,
dialogical dimension of reason, thus, the "GAT built a basis founded on its experiments
with farmers of a technicist, unidimension formal, and acritical vision which ended up in a
kind of technical manipulation of man and his reality as mere things which contradicts, as
shown by the results obtained, the explicit objctives which aimed at generating and
adapting technologies that would provide better conditions for the social reproduction small
