Abstract:
Studies on Executive-Legislative relationship have intensified to understand the functioning of presidentialism as a separation of powers system. The debate in the literature of political science emphasizes the dominance of the executive branch in the decision- making process. The main argument considers Brazilian presidentialism as a system whose logic is controlled by the powers of the Executive in the legislative arena. To bring the reality of relations between the powers and partisan political dynamic in the municipalities, the study sought to analyze the performance of the Municipal Legislative Cariri Paraibano West during the 2009-2012 term, observing the performance of its supervisory function and viability in controlling the Executive Public Policy. For this, we sought to understand the mechanisms of functioning of municipalities; identify the partisan compositions in Municipal Legislature and its majority position in the administration. It was found that coalitions are widely used by the parties and that the Legislature of the municipalities analyzed, does not fulfill their primary function precisely because it becomes inert in the act of legislating.
