Resumo:
Throughout the history of public administration, a new way of managing arose, based on a
managerial public management, so that results can be reached, and an important element arises:
motivation. This element is essential for the success of any human activity, however, it is a
challenge to keep people motivated with the same enthusiasm they present by joining the
organization and in the public service, the challenge becomes bigger. Motivation, in spite of its
importance, is very fragile, and the only source of this element is the human material, which is
directly influenced by the environment. This article aims to analyze the main motivational
theories, and their theoretical bases, the whole path of public administration, as well as how to
exalt motivation as a strategy for management qualification. The present article aims to analyze
the main factors that interfere in the motivation in the municipal public sector of Sumé. The
present study had as its basis an exploratory research, as for its quantitative nature. It is a case
study, because a contemporary phenomenon was investigated, starting from its real context, with
multiple sources of evidence. The data collection was made through questionnaires applied to the
15 (fifteen) servers of the secretary of administration. As for the data, analysis, descriptive
statistics were used, obtained using graphs. We can conclude that the servers of the secretary of
administration from Sumé are not duly satisfied and motivated in their workplace, needing
improvements in the organizational scheme.
