Résumé:
The present study aims to analyze the educational policies in the FHC Lula, seeking to identify the lack of accountability of both governments regarding quality public education. He proposed to meet some educational programs created by the FHC government and the Lula government. With the objective the central axis of these policies to identify the logic of capital, and analyze transfer of part of the federal government's civil society and the private sector. In order to achieve the proposed objectives, bibliographical review of the subject, with reference to areas of education, social sciences, social service and public policies, among they are: Anderson (1995), Laurell (2002), Scheibe (2003), Oliveira (2009), among others. This study sought to ensure to the present research a theoretical support for the discussion of educational policies in the country. The analysis of legal documents that define such policies in both governments: Constitution Federal (BRAZIL, 1988), Law of Guidelines and Bases of National Education (BRASIL, 1996), among others. It is hoped that this research will contribute to the debate about the educational policies in the country and the perception of its advances or setbacks that they had from the government of FHC.
