Résumé:
The general objective of this work was to conduct a comparative study on the degree of
transparency of the electronic portals of the municipalities of Campina Grande, Paraíba and Caruaru, in Pernambuco, as well as the current reality and adjustments to the norms related to public transparency. And as specific objectives: Contextualize public management, emphasizing the instruments of public controls; To investigate on public transparency and the law of access to information, emphasizing the portals of transparency; To compare the electronic portals of Campina Grande-PB and Caruaru-PE, regarding the laws in force on transparency (LAI, LRF and Transparency Law) in 2017; And Suggest improvement for the electronic portals of Campina Grande-PB and Caruaru-PE, considering greater transparency and quality of public information. This study is classified as descriptive, exploratory, of a qualitative nature, through documentary and bibliographic analysis of authors of the area, with a comparative study with the cases of Campina Grande/PB and Caruaru/PE. The results obtained through this study are that the electronic portals of the research need to undergo constant updates in the accounting, financial and administrative sphere, in order to make objective and clear information available to citizens. It is concluded, therefore, that it is fundamental that the electronic portals of Caruaru and Campina Grande foster social control and democratic management practices.
