Resumo:
The disertation consists of a social, economical and juridical research about a Brasilian agrarian question, focusing on the process of modernization, the First Plan of Agrarian Reform of the New Republic, the action and reaction, having as legal basis one of the contention instruments of the social movements. Another point discussed is comparative analysis of the elements above, between Brasil and
Piaui. The first chapter brings an analysis about the agrarian questions about the interests of the small rural producers. It deals with a quick economical historic retrospective that remits the origins of the conservative modernization process of Brazilian agriculture and it's reflections on the State of Piaui. A comparison in the rhythm of modernization in Brazil and in Piaui is established. The second chapter discuses the First Plan of Agrarian Reform of the New Republic. It analyses the weakening of the proposal presented in May of 1985
and the rythm of the implantation of the Plan, finally officialized in October of 1985. It discusses the legal base and the judician barrier.
The third chapter analyses the relation between the social movements
in the agrarian reform, field, emphasizing the Rural Workers Union Movement, their origen, the type of relation with the military regime, the consolidation of determined union culture and their interction with the first PNRA implanted. The methodology of this work firms itself on the bibliographical revision of Rural Economy literature, Rural Sociology, Agrarian Law and History, confronting the documents produced by the movements and official documents. Resorting to newpapers of the time, locally as well as nationally.
