Résumé:
This dissertation aims to discuss the importance of two socio-economic public policies in rural areas implemented in the last 14 years in the region of Borborema, in the state of Paraíba. The territorial policies, rescuing some of what was written on the theme, aim to update the discussion, starting from the Sustainable Rural Territorial Development Forum of Borborema. And the Food Acquisition Program (PAA), a government procurement policy with two clear objectives: to encourage the development of peasant agriculture through the governmental purchase of part of the production of these farmers and the second objective refers to the fight against hunger by distribution of food purchased to public institutions and social welfare organizations. In addition, we discuss the impact of these public policies in the context of the Coup of 2016 and how public policies for the peasantry have been suffering in this context. To do so, we used the research of secondary data of the main bodies responsible for the execution of these actions, as well as reports of actors involved with these policies in the Borborema region. In spite of some good results in the application of these public policies, we must also consider the various aspects that hindered their implementation, such as the conflict of interests between the various actors involved in territorial politics or the bureaucracy that has still made it difficult for peasants to access more fully to PAA, but mainly to think about the fragility of the public policies implemented in the country, to think about how and when public action can effectively become a consistent alternative for the peasantry, in its most basic characteristics, the quest for autonomy and social reproduction.
