The aim of this dissertation is to understand the implementation of Law 11.947 (which requires 30% of the resources of the Education Development Fund to be used for the purchase of foodstuffs in family agriculture) in the municipality of Remígio - PB in 2017, identifying difficulties and the strategies of the local actors in the operationalization of the National School Feeding Program. Therefore, it was necessary to follow the execution of the first Public Call to understand the strategies defined by the social actors, identified as "skilled actors" directly responsible for the execution of the Program. In addition, we observed that the Executing Agency in the municipality created methodologies to improve the execution of the Program, such as: creation of a specific institution for PNAE operation, price negotiation and public post - call evaluation meeting. The methodology adopted was a case study and, in order to execute it, they were applied as methodological instruments: participant observation, documentary and report analysis, socioeconomic questionnaire application and semi-structured interview. The study noted that while the actors have created strategies to improve the functioning of the Program, these strategies were not enough to solve bureaucratic, structural and organizational issues. In addition, it has been found that, the city hall have purchased more processed products than in natura, although they are from family agriculture. The research highlighted the creation of the PNAE women farmers / providers groups, resulting from women's articulation and empowerment. Finally, it is possible to state that, the operationalization of the Program is complex and requires the skills of the various actors to make it effective.
