Resumo:
The main objective of this work is to carry out an ex-ante economic and social analysis of the PAC-Project of Concentrated Action, Cotton Subproject: Agreste Region, verifying its viability and the effects that it will promote in the area's cotton activity. It also aims to measure the increase in income that it has provided to its small producers, its beneficiaries and to the Government, at its multiple levels. The problem studied and visualized in the perspective of the Agroindustrial Complex approach - CAI, as a way to better understand the articulations that agriculture maintains with the industrial sector. It is also analyzed, the PAC in its technological aspects and its repercussions in the area of coverage of the project. Although there was a good reception on the part of the candidates to the beneficiaries, there was a great concern about the cost of the money available for their financing, whose monetary adjustment is totally incompatible with the payment capacity that the small farmers advocate. Finally, it is noted that once again the Government has eschewed the problem of the land issue that for centuries, anguish the landless rural producers that comes in the proposal presented, plus a palliative solution.
