Mobility and access to transport is a branch of public policies under the responsibility of the municipal government, in which municipalities have the important role of planning and executing the urban mobility policy, organizing and providing collective public transport services, including ensuring the access of the inhabitants of the rural zone to the urban zone. In this way, the Rural School Transport has a relevant role in the viability of the students' access and permanence in the schools. In this context of urban mobility, municipalities with the support of the Federal Government through student mobility programs, the National Support Program for School Transport (PNATE) have a responsibility to guarantee the access of rural students to usually located in cities. Thus, the main objective of the research is to analyze the prediction of the PNATE resources transferred to the municipalities of the Western Cariri of Paraíba in the years 2015, 2016 and 2017 through the FNDE. In order to achieve the relevant results of the study, the research is characterized as qualitative-quantitative, using specific methods classified as descriptive exploratory, through bibliographic research and in specific sites, as well as data collection, and later used mechanisms for the treatment and dissemination of results. The Cariri Rural School of Cariri paraibano still find great obstacles for its development, however some public policies on all the federal programs like PNATE offer supplementary resources according to the rural educational demand of the municipalities. Therefore, it can be affirmed that the federal programs mentioned above are able to guarantee in a supplementary way the attendance of the school demand of the municipalities, through the Rural School Transportation, since the federal subsidy through PNATE is distributed according to the amount of student, with the purpose of which they have access to schools, but it is up to the municipal entity to properly manage the resource passed on.
