Abstract:
The present study proposes to analyze the reasons that led to COOAPIL (Cooperativa dos Apicultores de Catolé do Rocha) not to acquire the SIF (Serviço de Inspeção Federal) seal, provided by the Departamento de Inspeção de Produtos de Origem Animal (DIPOA), Secretaria de Defesa Agropecuária (SDA) of the Ministério da Agricultura, Pecuária e Abastecimento (MAPA). More specifically, we describe the necessary procedures for certification as a warehouse of animal products, based on the analysis of the current normative set; we evaluated the decisions that denied registration in the SIF to COOAPIL, in order to find the requirements not met by the enterprise that made it impossible to be certified as a honey warehouse; and we present the adjustments made by COOAPIL for the acquisition of the SIF stamp in the current application. In order to be awarded the SIF stamp to an establishment such as COOAPIL honey warehouse, many inspection and inspection steps, coordinated and guided by DISPOA / SDA / MAPA and compliance with regulatory standards, are required. Thus, we assume that the refusal of SIF Stamp to COOAPIL, by DIPOA, was based on non-compliance with the requirements of the regulatory body. Methodologically, this research is classified as descriptive and experimental, and according to the technical procedures as bibliographical and documentary, as for the method, it is qualitative. In the theoretical basis a brief summary of the history of beekeeping in Brazil was made, evidencing the emergence of cooperativism and COOAPIL and the mandatory certification for the commercialization of animal products. This study will have great personal and professional relevance, because from it, researchers will feel safe to provide technical advice to this and other enterprises in the region that are or want to apply for SIF stamp, in the academic field research is also very valuable, Since publications dealing with compulsory certification, such as certification of animal products are scarce, it may contribute to other scientific research.After the knowledge acquired in the specialized literature, of identifying the necessary procedures for the certification of products of animal origin in the DIPOA and analyzing the decisions that denied the SIF seal to COOAPIL, we came to the conclusion that the collective enterprise has not yet acquired the desired certification because its The physical (architectural) structure did not meet the requirements set by regulatory standards and also did not have the necessary tools to function as a warehouse of animal products. In order to acquire this important seal of certification, the cooperative has reformed the building and acquired the tools required by the certification body and is very close to certification. With the acquisition of the SIF stamp, COOAPIL aims to double the number of members and better serve its members and society as a whole, whether social, economic or environmental.
