Resumo:
The present work is part of the effort to identify the revenues of municipalities with transfers
from the Unified Health System (SUS), specifically in the municipalities of Amparo, Assunção,
Camalaú, Congo, Coxixola, Livramento, Monteiro, Ouro Velho, Parari, Prata, São
João do Tigre, São José dos Cordeiros, São Sebastião do Umbuzeiro, Serra Branca, Sumé,
Taperoá and Zabelê, which are part of the Western Cariri of Paraíba from 2007 to 2014, as
well as to verify the expenses of resources Municipalities, with health by inhabitants, seeking
to compare the indices reached in the municipalities studied in the indicated period. It is
known that public policies are a set of actions that must be developed by the State, with the
participation of the public and the private, aiming to assure the right to citizenship, not forgetting
the central objective of it, to make the rulers Promote actions, or even put on their electoral
platforms and agendas, that meet existing and emerging demands, to actually meet the
needs of society, with actions that positively impact people's lives, providing the common
good. Thus, given the relevance of public health expenditures, the following research question
arises: how public spending on health has behaved in the Western Cariri of Paraíba over the
years? In order to do so, we start with methodological inputs that draw a debate about the aspects
that encompass public policies and SUS, such as Souza (2006), Weiller (2014) and Souza
& Costa (2010), which refer us to To think about the reality of the municipalities studied,
besides the commitment of the State, for the citizens and the guarantee of their rights. The
work has descriptive characteristics, with data collection through documentary research, and
analysis of secondary data (SIOPS/DATASUS), in 17 (seventeen) municipalities of the Western
Cariri of Paraíba. In view of the reality found, it was concluded that public health expenditures
in Paraíba's Western Cariri region have evolved over the years, but there is still a
lot to be done, and there is a need to implement improvements in this area, seeking to reduce
dependence on Transfers.
