Abstract:
The officialisation of political participation in Brazil is a recent phenomenon. Precisely the period of Redemocratization of the country, initiated after the end of the Military Dictatorship, and consolidated with the promulgation of the Federal Constitution of 1988, pointed to the need to create and consolidate democratic instances of political participation beyond state bodies. Thus, the Rights Councils aim to allow greater participation and social control by the population, whether at the municipal, state or federal level. The Councils of Rights function as regulatory instances making the population have greater access to decisions of the public power, mainly because of its parity composition with members representing Civil Society and Public Power. The observation of this phenomenon was the starting point for the accomplishment of this research that had as field scenario the municipality of Camaláu, in Paraíba. It is a research with a quantitative and qualitative approach that used as a research source the municipal councilors of rights and the local population. The sample of the Municipal Councilors comprised two representatives of the councils existing in the municipality, namely: Health, Education, Social Action and Agriculture. The sample of the population occurred in a random way, in the total of 15 residents. The data obtained pointed to the lack of knowledge on the part of the population of the attributions and functioning of the councils, as well as indicating the difficulties, on the part of the councilors, to carry out the work in the council autonomously, without the influence of the public power.
