The function of the school and the full formation of the citizen. It aims to make the subject capable of making use of spoken and written language to meet their individual and social needs. The first objective of our work is to investigate the main problems of text construction linked to the reading and writing skills of the elementary school students of the Municipal School Jose Batista de Sousa in Bernardino Batista. Throughout our research we have noticed that there is a series of discussions and suggestions about the importance of developing reading and writing practices in the classroom, as a minimizing consequence of the finding that students in the initial series of elementary school have serious difficulties both in decoding and coding as in the understanding and production of texts. Martins (1994), Kato (2007), Calkins (1989), Cagliari (1989), among others, are some of the theoretical references that we use to corroborate our considerations about writing construction (and levels) by students. This knowledge leads the teacher to rethink his / her pedagogical practice considering the implications of language studies on the way children (students) use speech, writing and reading. We conclude that political interference contributes to these learning difficulties accumulating over many years.
