Prefeitura municipal de Sumé/PB: transparência e accountability no acesso à informação.

Abstract

Public actions must be inspected not only under the legal aspect, but also as to their efficiency, efficacy and effectiveness. The principle of transparency in public management arose with the Law of Fiscal Responsibility, the Law of Transparency and Law of Access to Information, producing transparency policies and the opening of governments, guaranteeing that any person (physical or legal) obtains access to public information. New communication technologies, among them the Internet, have instituted conditions for the emergence of information society. In this model, the State assumes the accountability to meet the demands of society with quality public services and increasingly transparent and in various channels. The case s tudy analyzes the channels of access to information, especially the electronic portal of Sumé City Hall and its level of transparency and accountability in the period from 2016 to 2017. This study is characterized as qualitative with bibliographic researc h and physical and online documentary research. The results indicate that the use of the internet for accountability in the municipality is fragile, that the information is limited to the legal obligations, not efficiently favoring transparency, and that t he social actors/citizens do not use the tool as a channel for action and interaction.
