Resumo:
Food security as a permanent construction theme involves different interests, whether in political, economic, social or cultural aspects. Nevertheless, in order to make evident this thematic in Brazil, the Organic Law of Food and Nutritional Security (LOSAN) n. 11.346 / 2006 establishing the National System of Food and Nutrition Security (SISAN), with a view to ensuring the Human Right to Adequate Food, bringing with it institutionality and continuity to the field of Public Policies of Food and Nutrition Security (SAN). Also the institution of Decree n. 7.272 / 2010, which established the National Food and Nutrition Security Policy (PNSAN), was instrumental in triggering the process of regulating adherence to the States, Federal District and Municipalities to SISAN, with the aim of making it more effective to overcome political and the formulation, implementation and monitoring of SAN public policies. In this sense, to answer the problem if there is effectiveness in the implementation of the System of Food and Nutrition Security in the Municipality of Sumé (PB)? the research aimed to evaluate the local impact of the municipality of Sumé after joining SISAN and its implementation, regulated by the Organic Law of Food and Nutrition Security (LOSAN) (Law 11,346 / 2006) and the other regulatory frameworks for guaranteeing Human Right to Adequate Food (DHAA). The present research also has a descriptive character with the use of secondary data, in consultation with the official organs of the Federal Government. It was verified that, in order to consolidate the Policy at Municipal level, the Food and Nutrition Security Plan should be included in the municipal budgetary policies, so that there is a greater level of effectiveness in its actions.
