This monograph entitled "National Program for Literacy at the Right Age¹: from theory to practice in classrooms in São José de Piranhas", presents some considerations about the theme National Literacy Policy. Its research question the necessity of understand how literacy recommended by the National Program for Literacy at the Right Age (PNAIC) has been implemented in São José de Piranhas - PB. It consists in a research of how it works the pedagogical practices of literacy teachers of PNAIC in the first three years of elementary school, considering the correspondence progress from theory to literacy practices in light of what is recommended by the PNAIC. The theoretical discussions showed the context of the creation of PNAIC, literacy and initial reading instruction concepts in the design of PNAIC, Magda Soares (2010, 2012) and Paulo Freire (1996; 2005; 2009). The research was realized based on the qualitative methodology. The data collection instrument used was one semi-structured interview applied with six PNAIC teachers of two public schools in São José de Piranhas – PB, as well as the two guiding study and the pedagogical coordinator of the program. This study extends the discussions on the relevance of literacy process in the first three years of elementary school. The research results show that the teachers interviewed develop their educational practices following mainly the design of PNAIC literacy, limited to what is imposed on them by an educational program abandoning thus the conception of literacy as an interaction policy with the world defended by Freire.
