Resumo:
Internal and external controls, in order to protect public money from the corrupt and bad managers, who use public money for private purposes, establish information systems and seek edit rules, in a way, imprison public administration. Thus, we have observed that these requirements and limitations lead administrators and managers to seek new alternatives and thus there are new administrative models, new forms of management, as in the case of intercity public consortia, regulated from the Law No. 11,107 / 2005, which established general rules for the Union, the states, the Federal District and the municipalities awarding public consortia whose purpose is the realization of common interests of these public entities. Thus, this work presents a proposal that has the general objective to investigate the health care dynamic for users of the Consortium of Public Intermunicipal Western Cariri Health - CISCO. And as specific objectives, assess the quality of services that are offered in CISCO; Report how public resources are invested in CISCO; Present social relevance to the assisted population; Display data for the regulatory framework of public Consortia in our country. As inquiry is seeking to discover what is the importance of municipal public entities is aiming consociarem purchase services in the public health area. As justification, the work is ratified by the relevance of the subject, because this study enters the importance of Intermunicipal Public Consortium of the Western Cariri Health - CISCO, located in Sume - PB, and providing relevant services in health, and 17 municipalities consorciados.Dessa way, this work can be classified as descriptive, and presents exploratory and bibliographic characteristics with a qualitative approach, using the application of technical questionnaires with users of CISCO health services. As a result can be noted that the work done daily at CISCO has positive impacts on the lives of the assisted population, which led us to believe that it is a public initiative, which meets the legal criteria described in law and should be expanded, taken to other cities and regions with large populations.
