Resumo:
The changes in public administration made it possible for the sector to expand the provided
services to the population and to guarantee the quality of them, besides providing ways to
supply the insufficiency of resources existing in the sector. In Brazil, the proof of this is the
partnerships between the public and private sectors, regulated by the country's legislation.
Recently one of these partnerships was signed for the first time between the City Hall of
Campina Grande - PMCG (public sector) and the Company Aliança Comunicação e Cultura
Ltda (private sector), to hold the June event held annually in the city, O Maior São João do
Mundo "The Greater Saint John of the Wold". This research aimed to analyze the opinions of
the small merchants installed in the Parque do Povo “People's Park” about the process of
outsourcing of the event "The Greater Saint John of the World - 2017 Edition". In order to
reach it, the field research method was used, with a qualitative and descriptive nature, using
data collection techniques for documentary research, semi structured interview and
observation. Respondents reported that they faced certain difficulties due to outsourcing,
such as: increased installation costs, purchase of beverages exclusively in the 03 deposits
installed in the party area; the layout change; reversing the roles of the sponsors, who started
to act as direct competitors in sales to the final consumer, among others. The outsourcing of
the event does not become a bad thing for its accomplishment and the guarantee of its perfect
functioning, the change of management of the event itself, does not condition the malfunction
of the trades, but rather, the form that the company hires, carries out the management, even
considering that this was the first edition of private management as the total responsible for
the festivity, the failures must be corrected so that, in a future, private management can serve
the interests not only of the public administration, but of all of the agents involved.
