Resumen:
Brazil is historically marked by unequal income distribution and social inequality. To combat these problems, the Federal Government has taken some measures, creating Social Programs that help the development of the poorest population of the country. Among these policies, the Bolsa Família is a Program that transfer policy which aims an immediate attendance of families that are below the poverty line. The accessibility to basic rights such as Health and Education and the promotion of mechanisms to encourage beneficiaries to seek independence in a way they can overcome the situation of vulnerability, are mechanisms known as complementary programs or "exit doors". However there are some popular and academic questions about the effectiveness of these "exit doors". Given this context, this research aims to analyze the extent of the strategies of the "Exit Doors" which are being put into practice to allow beneficiaries to achieve economic emancipation. For that, we chose the city of Caturité located in Cariri region for the study. So, we did a research, classified as descriptive, of qualitative nature, in which the data were collected by interviews with the program managers in the city and with some beneficiaries who participated in the actions of the "Exit Ports". Documents were also analyzed to obtain information about the functioning of the Program. Through the analysis of the obtained data we note that in Caturité, the Bolsa Família Program has successfully achieved the objectives relating to the aid of the needy population and also the guarantee of basic rights to health and education. There are actions taken regarding to the "Exit Ports", but these are not showing satisfactory results, because we are not considering the socioeconomic environment of the region in relation to what is offered as exit doors in the city.
