Resumen:
The semi-arid region of Brazil is characterized generally by climate aridity, water deficit, and also the appearance of poor soils in organic matter. Since the colonial period to the present day, the semi-arid region has been seen as a region with bleak landscapes, poor region, and no growth possibility whether economically or otherwise. However, over the years it has been sought determinant solutions to the problems caused by drought in the Northeast region, seeking the rise of development in this region. The objective of this monograph is to present some observations on the Strategic Plan for Sustainable Development Semi-Arid (PDSA) as a tool for source for the development of the region and will be divided into three parts, namely. The first part will present the Strategic Plan for Sustainable Development of the Semi-Arid- PDSA as a source of discussion for the semi-arid issues and proposals for the promotion of development seeking to put them into practice. Secondly, it will be sought discussing the concept of development highlighting the drought problem in the region, as well as income distribution. A summary of the perspective of sustainable development and coexistence with semiarid conditions will be presented in a third and final stage. Thus, this study deals with an exploratory and descriptive research with qualitative approach and bibliographical and documentary evidence established by the relevance of knowledge about the region and the importance of disseminating the theme "Development in Semi-arid" in sociological approaches in the sphere of basic education. Thus, it can be seen that the development in this region occurred through several phases, where the proposals drawn up by the PDSA in part have not materialized and that income distribution predominates as a new form of development.
