Abstract:
The Public Administration aims to serve the public interest and social needs, making use of
the administrative structure, directly or indirectly, as well as the means that the law allows.
However, numerous social transformations, political and economic, that have emerged in
Brazil introduced a new dynamic in the management of organizations, mainly in the public
sector, where people gained strength as social actors in the preparation and execution of
public politics. To meet the changes of contemporary society, more organized and aware of
their rights, the professionalization of the public workforce becomes strategic to ensure
compliance of public services guaranteed. In this context, this study has the general objective
of the search for understanding of the way management of servers working in the
administrative office of the Sumé-Pb city. As quest to search out what are the basic obstacles
to have efficiency in people management at this level of government. As justification, the
work confirms the relevance of the subject in conjugate by the absence of data on the local
reality. As a result can be noted that were demonstrated weaknesses in the training of staff, As

the training of staff, the lack of performance evaluation, the limitation of capacity, the income
restriction and the presence of barriers in career progression. Methodologically, the article is
configured as a case study, bibliographic, documental, qualitative and descriptive.
