Abstract:
The aim of this study is to evaluate the importance of implementing a Public Ombudsman in Silver city - Paraíba. The specific objectives are: describe the role of Public Ombudsman in municipal Public Management, find out what actions and instruments of public management of the city of Silver / PB are used for accountability to society, and how it is exercised social control over municipal administration of Silver / PB. Methodologically, this research is descriptive and exploratory nature, with literature and document analysis, qualitative approach, through a field survey with questionnaires. The research sample was constituted by the Municipality of Silver / PB, through their representatives in the executive branch, secretaries and the municipal health board. Thus, the research subjects were four municipal secretaries and four directors of county health board. With graphics proved many social participation actions are not made by Silver Public Administration. For social inclusion in the public administration are required to make the public budget in a participatory manner, meetings open to the public and that the public be consulted in decision-making. Therefore, the Silver county Public Management needs an overhaul on some instruments and actions of accountability to society. Some departments do not disclose their actions in the transparency portal, others use difficult to understand language. Thus, the company should be aware of their rights, showing that the public affairs belong to citizens and not to administrators.
