Abstract:
This study had to purpose analyse the major conflicts between technical and administrative staff, labor union, course coordinators and senior management of the Federal University of Campina Grande, which permeate the deployment and use of binding nature of the biometric system as a way to control the journey work of the technical and administrative staff in effective education. Also identifying the real reasons that caused such a change in control of workload and obstacles faced by the institution. The theoretical approach portrayed aspects of public administration and its change from government reforms occurred in Brazil. In this context, it is worth noting actions taken by the State in order to improve the management of human resources, to meet the goals of the state, to develop activities to outcomes and promote quality services to civil society. The research was a qualitative study and used documentary sources and interviews with key stakeholders. The study pointed out the different perceptions of the actors, resulting from the implementation of the biometric system. The research enabled knowledge about existing conflictual relations in the institution, and the divergences between actors at the change of the control system of the workday.
