Resumo:
The present work constitutes a case study in City Hall Sume, in Paraíba state. The study 's general objective is to analyze the performance of Complementary Law 123 of 14 December 2006 (Status of Micro and Small Enterprises ) , focused on management of social and economic outcomes by the Municipality of Sumé/PB . As for specific goals we intend to investigate the mechanisms of that Supplementary Law were regulated by the executive of that municipality ; relate the bidding processes of the municipality of Sumé/PB (separating those involving micro and small enterprises) in the years 2012 to 2013 focused on management of income, and find out whether the management of the municipality of Sumé/PB press by a results-oriented management. The case study is characterized as a descriptive, exploratory study, qualitative and quantitative, and the use of literature search, document analysis and field research. It was found that there is application of Complementary Law 123/06, however, its application is not geared for results management, need to be a redesign of the shares, to disseminate supplementary law , in order to clarify its benefits to microentrepreneurs and the importance of involving them in the bidding process for local and regional socioeconomic development . It follows that the local administration should give priority to a results management, where efficiency, effectiveness and economy should be part of the administrative proceedings.
