This article discusses Participatory Budgeting (PB). This had as an institutional tool for the space of civil society and government meeting in order to debate and discuss the transfer of public resources to be invested in other public works and services of the poorest communities of the population. Think about OP means understanding the process of socializing information of collective interest and to encourage participation in the construction of the public budget and the completion of the municipal planning. The overall objective of the research was to determine what degree of knowledge of the city of Amparo PB-OP on the subject and the process of construction of the Municipal Public Budgeting population. Specific aims were to verify the mechanisms of social participation in local public administration; analyze the Participatory Budget in the city of Amparo-PB and institutional performance in Public Management from the success stories; and examine the interests of the population of Amparo-PB to participate in the Public Budget. The methodology classifies descriptive, exploratory and quantitative character, (exploratory, descriptive statistics but allowed about the vision of citizens on political participation) using the technique of interviews and a questionnaire. In the results, we obtained an explanation of the plenary of the Participatory Budgeting (PB) in the city of Amparo-PB and elected its main demands. It was found that if the municipal administration make this idea effective OP, the government of this municipality transfers of political power to the citizens and gives demonstration of transparency of the actions of the municipal government.
